The Independent Review of the process followed by the Monklands Replacement/Refurbishment Project (MRRP) was published on 27 June 2019.

Key points

  1. The review found NHS Lanarkshire’s processes were well conducted.
  2. The review recommended:
    • additional independent membership of the MRRP Board;
    • a re-evaluation of the Gartcosh and Glenmavis site options for the new University Hospital Monklands;
    • a detailed vision for the future of the existing hospital site.
  1. In response to the review, the health secretary decided that any viable locations beyond Gartcosh and Glenmavis should also be considered during the further evaluation.
  2. In response to the review, the health secretary excluded the current hospital site as a potential location for the new hospital.

Summary

  • The independent review was carried out by the University of Glasgow’s Institute of Health & Wellbeing. It addressed the MRRP’s option appraisal of the potential locations for the future University Hospital Monklands, which saw a proposed new site at Gartcosh emerge as the highest-scoring option when compared to the existing site or an alternative location at Glenmavis. The review also assessed the wider consultation and engagement on the options subsequently undertaken by NHS Lanarkshire.

 

  • The Independent Review Panel (IRP) found that NHS Lanarkshire undertook extensive and high-quality work that was meaningfully informed by stakeholders. Their report noted that NHS Lanarkshire’s processes were well conducted and they outlined examples of good practice demonstrated by the health board.

 

  • The Scottish Government said: “The review panel found NHS Lanarkshire used the correct guidance, and that overall the process had been effectively followed.”

 

  • The IRP recommended the following:
    1. additional independent members be appointed to the MRRP Board
    2. the two top scoring options for the location of the new hospital – Gartcosh and Glenmavis – be re-evaluated
    3. a clear vision be developed for the existing site that takes into account the views of the local community

 

  • Cabinet Secretary for Health and Sport Jeane Freeman accepted recommendations 1 and 3 and on recommendation 2 said: “I have asked NHS Lanarkshire to broaden out the process and to work closely with the local planning authority to ensure they can support and contribute to a more constructive, inclusive and open review of the options with meaningful public engagement. This will mean that if there are any viable sites beyond Gartcosh and Glenmavis, they will be considered and it will ensure that the most appropriate site is identified through the option appraisal process and it is supported by the local community.”

 

  • The Cabinet Secretary also decided that the current University Hospital Monklands site should be excluded as an option for the MRRP, explaining that “building a new hospital on an existing hospital site takes longer, costs more, risks infection and other patient safety issues, while creating performance and access issues during the long construction phase.”

 

  • In response to the publication of the independent review, Neena Mahal, Chair of NHS Lanarkshire, said: “I welcome the report from the Independent Review Panel (IRP). I am committed to implementing the IRP’s recommendations, in order to address the urgent need to replace University Hospital Monklands.”

 

  • NHS Lanarkshire will now agree an action plan with the Scottish Government to take forward the review’s recommendations in a transparent and timely manner

NHS Lanarkshire has undertaken a consultation to seek the public’s views on the replacement or refurbishment of University Hospital Monklands.

In June 2018, stakeholders took part in an appraisal of the non-financial benefits of four options – ongoing maintenance of the current hospital in Airdrie, a refurbishment of the current hospital, a new-build on the existing site or a new-build in either Gartcosh Business Interchange or Drumshangie Moss near Glenmavis.

The Gartcosh option scored highest among the participants – public and patient representatives, NHS Lanarkshire staff and key partners such as the Scottish Ambulance Service. A subsequent financial analysis of all the proposals, which took into account the appraisal results, has confirmed a new hospital at Gartcosh as the highest scoring option.

The consultation, which ran from 16 July until 15 October 2018, gave the public, patients, carers, NHS Lanarkshire staff and many other stakeholders across Lanarkshire and the wider West of Scotland the chance to share their views at public meetings and through other channels.

The consultation was conducted in line with the Scottish Government guidance CEL4 (2010) Informing, Engaging and Consulting People in Developing Health and Community Care Services.

Following consideration of the option appraisal, financial appraisal and public consultation feedback, the NHS Lanarkshire Board will meet to decide a preferred option for the outline business case (OBC).

The OBC will be submitted for approval to the Scottish Government in 2019 before the project can move on to a full business case in 2020.

Following the conclusions of both the option appraisal events and the subsequent financial appraisal, a new build hospital on a new site in Gartcosh is being consulted on as the highest scoring option to replace University Hospital Monklands.
